| MAYORS' GREEN CITY ACTION ACCORD | ||
| EO-08-01 Green St. Petersburg AN EXECUTIVE ORDER ESTABLISHING POLICIES CONSISTENT WITH THE CITY OF ST. PETERSBURG GREEN CITY INITIATIVES. WHEREAS, the City, in recognition of the significant energy and environmental efforts reflected in the Green St. Petersburg initiative, has been designated as a "Green City" by the Florida Green Building Coalition; and WHEREAS, immediate actions are available and required to reduce dependence on foreign oil and the emission of greenhouse gases in America, through energy conservation, use of alternative energy, and other methods; and WHEREAS, efforts are underway at the state and national level to begin reducing such dependence and emissions; and WHEREAS, St. Petersburg is committed to becoming a leader in seeking alternative energies and reducing greenhouse gas emissions. NOW, THEREFORE, I, Rick Baker, Mayor of St. Petersburg, do hereby promulgate through this Executive Order, the following actions, policies and procedures, to take effect immediately: 1) Financial and emission reductions shall be reported through a Carbon Scoreboard including: a. An immediate assessment of energy use by facilities to quantify the associated greenhouse gas emissions. b. An immediate assessment of transportation related energy use of vehicle class and greenhouse gas emissions associated with agency operations. 2) New leasing agreements for office space that does not meet Energy Star building standards shall be prohibited, except when certified to the Mayor by the responsible department head, that no other reasonable economically competitive alternative exists. 3) The U.S. Green Building Council's LEED-NC standards shall be adopted for all new City owned and occupied buildings. 4) The U.S. Green Building Council's LEED-EB standard shall be adopted for all existing buildings proposed for reconstruction, exceeding 10,000 square feet, provided the majority of occupants are displaced during reconstruction and provided building performance data is available, with prioritizing based on environmental benefit and budget. Additionally, when quantified to result in a four year or less payback period, building renovations of all sizes, including window replacement, HVAC unit replacement or other energy conservation measures as identified in energy audits, shall follow LEED-EB standards. 5) Energy conservation measures shall be developed for all major City facilities (in excess of 20,000 square feet). 6) A prototype solar project for City-owned office buildings shall be developed and implemented for future expansion. 7) A City-wide Environmentally Preferred Purchasing Program shall be implemented consistent with the USEPA Comprehensive Procurement Guidelines, subject to ordinance amendments as necessary. 8) All contracts for meeting and conference space with hotels or conference facilities must be with facilities that have received the DEP "Green Lodging" certification for best practices in water, energy, and waste efficiency standards. 9) Demonstrate through a Fleet Management Information System database that all vehicles are current on minimum maintenance schedules shown to reduce fuel consumption. 10) Only those vehicles with the greatest fuel efficiency in a given class shall be acquired, as required, to meet the purpose for that vehicle to minimize emissions of greenhouse gases. 11) Ethanol and biodiesel fuels shall be used when locally available and economically acceptable. 12) An individual shall be designated within each department to be responsible for coordinating implementation of these initiatives and policies. 13) Convert all incandescent lights to compact fluorescent lights in City Facilities. 14) Convert all T-12 Magnetic Ballast Fluorescent lights to T-8 Electronic Ballast Fluorescent Lights in City Facilities. 15) Convert Existing Street Lighting System, where appropriate, to more energy efficient poles and fixtures. 16) Convert the City's Traffic Signal System to LED lights. 17) Develop the City's website to include a summary of City environmental initiatives to promote public awareness and education of recycling, water conservation, alternative energy, energy conservation, stormwater management, historic preservation, habitat environment, and mass and alternative methods of transportation.
